KSORS Serbia and its member organisations

The Coordinating Council of Organisations of Russian Compatriots in Serbia (KSORS) is a network of associations working with Russian culture, historical memory, education, children’s programmes, legal support and links with Russian institutions.¹

The council was created in 2009. Within the worldwide and regional system of coordinating councils of Russian compatriots, it is described as a mechanism for coordinating projects and programmes of compatriot organisations, preserving ethnocultural identity and maintaining links with Russia.¹

KSORS is not a Serbian government body, not a Russian diplomatic mission and not an automatic representative of every Russian citizen, ethnic Russian or Russian-speaking resident of Serbia. It is one organisational network within the broader Russian community in Serbia.

According to public information in August 2026, Alexander Ajdinović is chair, Svetlana Ilić honorary chair with a deciding vote, and Natalija Kocev represents Serbia in the Regional Coordinating Council for Europe and North America. Its main public website is sunarodnici.rs and the general contact is ksorsserbia@gmail.com.²

How KSORS is organised

KSORS acts as a coordinating platform between independent associations. It does not replace the organisations in its network and does not turn their projects into a single legal entity.

Published materials show that the council:

holds national conferences and working meetings;
coordinates a shared calendar of cultural, commemorative and children’s events;
represents organisations at international compatriot meetings;
cooperates with the Russian Embassy, Russian House and regional and worldwide compatriot councils;
publishes announcements and reports from participating associations;
supports the Centre for Legal Support of Compatriots;
forms thematic sectors and project teams.³⁴

The website publishes the KSORS regulations, including amendments from 2020, as well as some meeting records and conference documents.⁵ The public archive is not a complete, continuously updated register of every voting participant, decision, financial report and allocation of responsibility for every project.

For that reason, “KSORS organised”, “KSORS supported” and “organisations belonging to KSORS participated” should not be treated as interchangeable statements.

Thematic sectors

KSORS publications from 2025–2026 regularly mention information, youth, cultural and patriotic sectors. They identify Natalija Miladinović with the information sector, Danila Danilović with the youth sector and Olga Litvina with the patriotic sector.⁶ The Centre for Legal Support is headed by Dinara Beglova according to KSORS publications.⁷

These sectors are not separate legal entities. They describe the practical division of work within the council. Project teams and contacts can change more quickly than the organisation’s basic documents, so current programme contacts should be checked before use.

Conferences and changes in membership

National conferences are the most visible format for reviewing work, priorities and participation in the council. Conferences in 2024 and 2025 were held at Russian House in Belgrade.⁸

Following the conference of 6 December 2025, the association Mir bez granica from Sombor was admitted as an observer for one year. The same resolution listed historical memory, Russian language and culture, youth involvement, legal support and information work among the council’s priorities.⁸

Main areas of activity

Cultural and children’s programmes

Associations in the network organise concerts, holidays, school and children’s activities, exhibitions, competitions and local festivals. One of the better-known long-running projects is the “Russian Song” choir festival, which at different times involved KSORS, Russian House, schools, cultural centres and local institutions.⁹

Historical memory

KSORS and participating associations take part in wreath-laying, maintenance of memorials, commemorative motor rallies, conferences and programmes relating to Russian emigration and twentieth-century wars. Publicly described projects include the “We remember, we honour!” memorial motor rally.¹⁰

Legal and consular support

The Centre for Legal Support of Compatriots has operated under KSORS at least since 2022 and organises consultations and outreach meetings with the Consular Section of the Russian Embassy.⁷

Outreach events in Niš and Subotica in 2025 covered passports, consular registration, notarial matters and other issues.¹¹ The centre is a community support project, not a consulate, Serbian public authority or law firm.

Well-known events

Maslenitsa

Maslenitsa events are held in several Serbian cities. The Belgrade celebration at Ada Ciganlija has in different years involved ORS Soyuz, KSORS, the Serbian branch of the International Foundation for the Spiritual Unity of Peoples, performers and independent volunteers.¹²

For 2025 KSORS described the event as a joint project of Soyuz and the Serbian branch of the foundation and reported more than 500 visitors.¹² RSLive’s earlier information from a direct participant in preparations also indicates that volunteers outside the formal organisational structures performed a significant share of programme and on-site work. The most accurate description is therefore to identify the concrete role of each party rather than attribute the whole event to one organisation.

Other projects

The network also participates in the Russian Song festival, commemorative motor rallies, New Year and charity projects and outreach consular meetings.⁹¹⁰¹¹

How different sources describe KSORS

Russian compatriot-movement resources generally describe KSORS as an umbrella coordination structure preserving cultural identity and connecting associations with Russian institutions.¹

Serbian regional media more often mention it in connection with particular festivals, memorial events and cultural programmes.⁹

In 2026 BBC News Serbian / Danas discussed KSORS in an article about the Russian Pravfond’s activity in Serbia, linking the council to the legal-support centre and a broader network of Serbian-Russian organisations and presenting critical assessments of political and information influence. The Russian side rejects such characterisations and describes Pravfond as a mechanism for legal assistance to compatriots.¹³ That controversy concerns funding, institutional links and political context; it does not by itself demonstrate that every KSORS association or event is managed through one political command structure.

What KSORS is — and is not

KSORS is best understood as a historically developed network of established compatriot organisations. It provides connections to cultural groups, regional associations, commemorative projects, legal support and Russian institutional infrastructure.

At the same time, KSORS:

is not a state representative office of Russia or Serbia;
does not replace the Russian Embassy, Consular Section or Russian House;
does not automatically represent the entire Russian-speaking population of Serbia;
does not include every community created after 2022;
does not guarantee the legal status, activity or quality of every organisation appearing on its lists.

Before cooperating with a particular project, check the legal entity, organiser, funding source, division of responsibility, volunteer conditions and current contact information.
