How to register a foreigner's stay through eUprava
This guide is intended for the owner of a flat or house where a foreign national is staying. The foreigner’s stay can be registered electronically through eUprava, without going to a police station.1
Electronic submission requires an appropriate electronic identity. If you already use eID, ConsentID and a qualified electronic certificate, go directly to Register the foreigner below.
What you need

- eID — your electronic identity and account for Serbian government e-services;
- ConsentID — a mobile application used to confirm your identity and approve electronic actions;
- qualified electronic certificate in the cloud — a certificate providing a high level of assurance and remote qualified electronic signing. The ITE CA cloud certificate is issued free of charge.3
The current eUprava page for Prijava boravišta stranca lists access with a qualified electronic certificate as a prerequisite for the service.1
If you do not yet have eID and ConsentID

Заголовок раздела «1. Register an eID account»Open the official eID portal and create a user account. Complete the registration by confirming the email address through the message sent by the system.4
2. Install ConsentID
Заголовок раздела «2. Install ConsentID»Install the ConsentID application on your mobile phone. Activation requires activation parameters, normally provided as a QR code or corresponding data that can be entered manually.5
3. Obtain activation parameters

Otherwise, obtain them in person at a registration point using an identification document. The official eID portal provides information about authorised registration points.5
4. Activate ConsentID

5. Activate a qualified electronic certificate in the cloud
Заголовок раздела «5. Activate a qualified electronic certificate in the cloud»After ConsentID has been activated, you can request a qualified cloud electronic certificate through the eID system. The certificate issued by ITE CA is free and can be used for remote qualified electronic signatures and services requiring a high level of assurance.3
What information to obtain from the foreigner
Заголовок раздела «What information to obtain from the foreigner»Before starting the service, ask the foreign national to show the passport or other document used to enter Serbia. Registration data must be taken from the foreigner’s travel document or other entry document.6
Also prepare:
- the address where the foreigner is actually staying;
- the foreigner’s telephone number and email address;
- your own telephone number and email address;
- the arrival date and any other information requested by the electronic form.
Check names and document numbers directly against the travel document. Do not rely on a transcription copied from a message or contract if it differs from the document.
Register the foreigner

- Sign in with the electronic identity required by the service page.
- Start the service.
- Select the address where the foreigner is staying.
- Enter the foreigner’s details exactly as shown in the travel document or other document used to enter Serbia.6
- Enter the requested contact information, review the form and submit the registration.1
- Save the electronic confirmation generated after successful submission and send a copy to the foreigner.1
Which address can be selected
Заголовок раздела «Which address can be selected»The service allows registration at your registered residence and at another property you own. When another property is used, it must be recorded in the Republic Geodetic Authority (RGZ) records and recognised in the Address Register so that the electronic service can offer it for selection.1
If the expected property does not appear in the system, do not select a different address simply to complete the form. First check the property and address data in the competent registers or use another registration method available from the competent authority.
How to know that registration is complete
Заголовок раздела «How to know that registration is complete»After a successful electronic submission, the system automatically creates an electronic confirmation of the foreigner’s registered stay.1 Save the document and provide a copy to the foreigner as proof of the registered address.
This is not temporary residence
Заголовок раздела «This is not temporary residence»Prijava boravišta stranca is registration of the address where a foreigner is staying. It is not an application for temporary residence (privremeni boravak) and does not by itself grant temporary-residence status.
If you already have eID
Заголовок раздела «If you already have eID»If you already use ConsentID and a qualified electronic certificate, skip the preparatory section. You only need the foreigner’s details and access to the Prijava boravišta stranca service on eUprava.
